Resolved Question: Tenant's rights about a broken elevator?

Hi all, Here's the situation: moved recently to Redondo Beach, CA. Turns out the "nice building" I moved into is a bit of a dump. "Short cut repairs" mean there are more problems than it initially appeared. About 6 weeks ago, one of the elevators gave out. It was time for inspection, so some hefty repairs were needed. The owner has had workers fixing it since and word is that recently, it failed inspection...he evidently tried another short cut, to no avail. Good news: we have two elevators. Bad news: the second elevator (too small to allow for anything heavy to be transported) has become very inconsistent, trapping some tenants on a few different occasions. He's still working to get the first elevator fixed (let alone the second one), so we've been using the stairs to avoid becoming trapped ourselves. We live on the 4th floor so its a bit of a pain (literally). Been scouring the internet to see if he has any requirement to fix elevators and/or timeframe it needs to be done in.
